Unlike an upright, where a heavy housing can stay closed on its own weight, a canister depends entirely on its cover forming an airtight boundary, which puts real pressure on this one small gasket to keep doing its job. Rubber like this loses its spring and settles into a flattened shape long before it shows any visible cracking, and once that happens the cover closes without actually sealing, letting air slip in around the latch rather than travel through the hose where the vacuum needs it.
