It carries airflow from the vacuum body up through the wand to whatever attachment is connected.
These hoses tend to give out gradually: the cuff seal loosens first from repeated flexing, and a crack can open further along the body if the leak goes unaddressed. Either failure shows up the same way at the wand, where a crevice tool or upholstery nozzle pulls noticeably less than it should even though the rest of the machine sounds normal.
