This is the filter door from the Oreck XL21-600 and XL21-700 uprights, part 430000920: the hinged cover that closes over the filter bay and holds the filter seated in its housing.
Doors break at the hinge or at the catch, and a machine with either one gone has a filter that is only loosely held. It can lift in its bay while the vacuum runs, which lets some of the exhaust take the easy route around the media rather than through it. A missing door also leaves the filter exposed to being knocked out of place while the machine is carried or stored.
The replacement clips into the original hinge and catch. Seat the filter fully before closing it, so the door is holding the media rather than fighting it.
