Part B350-4714C is the swivel neck seal for full size power nozzles, a polyurethane ring with a low-friction Teflon face that sits in the joint between the neck and the nozzle body. Its job is to hold that joint airtight while still letting the neck turn freely as the head is steered around furniture.
