This is the geared drive belt for the Bissell 1699 ProHeat, part 18-3300-02. Unlike a plain rubber belt it has teeth that mesh with the drive gear, so the brush roll turns at a set speed rather than relying on friction to hold on.
The failure is gradual and easy to misread. Teeth wear round, the belt loses its grip on the gear, and the brush slows under load, which shows up as carpet that looks cleaned but still holds ground-in soil after a pass. When a tooth finally strips, the brush stops turning altogether while the pump and suction carry on as normal, so the machine sounds perfectly healthy.
Belts are consumables on a deep cleaner that gets regular use, and a spare in the cupboard is worth having before a job rather than after. Check that your machine is the 1699 ProHeat, since the gear pitch has to match.
