One small dial next to the nozzle sets carpet-height clearance on a long list of Bissell uprights, and it fails the same way on nearly all of them. Part 1608416 is that knob.

Inside, fine splines grip a shaft that is turned constantly, and thin plastic there does not hold up forever. Once the splines round off or the hub cracks, the knob spins loose while the actual height setting stays wherever it was left. Stuck low, the nozzle drags on thick pile and the belt runs hot; stuck high, it skims the surface and barely picks up anything.
Because the knob can fail while parked at either extreme, do not jump straight to a motor or belt diagnosis when a machine suddenly struggles on carpet. Turn the knob and watch for the nozzle housing to actually rise and fall, which is a faster check than pulling the belt cover. Fitting the replacement takes a couple of minutes by hand and needs no tools beyond what it takes to reach the dial, and it hands back full control of that setting without disturbing anything else on the machine.
