The bail assembly for the Hoover 7069, part 41416022. The bail is the loop at the top of the handle that you actually hold, and the piece carrying every push, pull and turn you put into the machine.
They break at the mounting ends rather than in the middle, and rarely all at once. First there is a little play, then a creak, then one side lets go and the vacuum starts steering itself sideways as you push. On a machine that is otherwise sound, a cracked bail is the thing that makes it feel worn out.
Check the pivot points as you fit the replacement. If the bail has been running loose for a while, the surfaces it bears against will have taken some of the wear too, and cleaning them up now stops the new bail developing the same play in a few months.
