Part CH28280V is a 40-volt battery pack sized for the Hoover CH27280, the piece that powers the tool once it leaves the outlet behind.

Every rechargeable cell wears down a little with each charge cycle, and eventually the tool that used to finish a whole job on one charge starts quitting halfway through, or the pack stops taking a charge altogether. Since the battery is what everything else on a cordless tool depends on, a worn one is worth ruling out before assuming the motor or switch has gone bad.
