At the housing seam of a Hoover S-2541 broom vacuum, a spring-loaded latch holds the two halves closed tightly enough to keep the joint sealed while the motor runs. Part 36153004 is that latch assembly.
Broom vacuums are light machines that get knocked about, and the latch takes the hit whenever one goes over. When it cracks or loses its spring, the housing stops sitting fully closed.
