The nozzle base assembly for the Hoover UH71009 and UH71012 uprights, part 410127001. It is the lower housing at floor level: the shell that surrounds the brush roll and forms the intake the machine pulls air through.
Everything about how an upright cleans depends on this part being intact. The gap between the base and the carpet sets airflow velocity at the nozzle, so a base that has cracked, warped from heat, or lost a section at the edge leaks air where it should be sealed. The machine then stops picking up along the front and sides even though the brush roll is turning perfectly normally.
With the base off you have clear access to the brush roll and belt, so check both while you are there. A seized end bearing is often what cracked the base to begin with.
