This handle control lever, part 38434035, is the lever that releases the handle so you can recline it into cleaning position and lock it upright again for storage on Hoover SteamVac and SpinScrub carpet cleaners.
A lever in this position takes a firm push every time the machine is set up and put away, and the plastic eventually cracks or wears where it pivots. Once that happens the handle can stop releasing cleanly, stop locking upright, or flop loose while you clean, and a handle that will not lock is awkward to store as well as awkward to use.
