When an upright suddenly feels harder to push, squeals faintly, or drifts toward one side on bare flooring, the cause is more often a bent wheel shaft than a bad wheel itself. Part 32541007 is that shaft, the axle the rear wheel rides on inside Hoover uprights, and it is a wear item precisely because it is the point where the machine's full weight meets the floor at every push.
Years of load eventually bend the shaft or wear it oval, and once that happens the wheel sits at a slight angle, drags instead of rolling freely, and eventually can work loose from the base entirely if the wear goes unaddressed.
