Bissell part 1613049 is the hose and handle assembly for the Zing canister, models 2154A and 2156A, carrying suction from the canister body out to the handle end where the wand and tools attach.
A canister that gets pulled behind you by its own hose puts strain right at the machine-end cuff, and that is usually where a crack or a split shows up first. Once the seal there is broken, suction drops noticeably at the handle while the canister motor still sounds and runs normally, which is the clearest sign the hose rather than the motor has failed. A quick way to confirm it is to hold your hand near the cuff while the machine runs and feel for air escaping outside the hose itself.
Because the handle is part of this assembly rather than sold separately, a cracked handle grip is fixed the same way as a split hose: by replacing the whole unit, since the two ends are not meant to be serviced apart from each other.
