Kirby part 190003 is the outer cloth bag with zipper for the Diamond Edition, the Generation 7 machine. It is the fabric bag that hangs on the back of the upright and holds the paper bag inside it.
The cloth is doing real filtration work, catching what escapes the paper bag before the air reaches the room, which is why a worn one matters more than it looks. Three things end a cloth bag: a tear, usually starting at a seam or a corner that rubs; a zipper that strips or jams so it will not close over a fresh paper bag; and a weave clogged solid with years of fine dust, which strangles airflow without any visible damage at all.
That last case is worth checking if suction is poor and a new paper bag changed nothing. Hold the fabric to a light and see whether it still breathes.
