The top bag cover is the molded plastic cap that closes the top of the outer bag on a Kirby upright, and this one, part 191801, is the Ultimate G version. It is also listed for the Diamond Edition.
Its job is to hold the mouth of the bag shut and keep the filtered air path sealed. When the cover cracks around the latch points or warps out of shape, the bag no longer clamps closed: you get a fine gray line of dust along the top edge, a dirty smell while the machine runs, and a bag that works loose halfway through a room.
Swapping it is a bag-off, bag-on job with no tools. Check the latch that hooks over it at the same time, because a cover usually breaks because the latch has been fighting it.
