Part 173812 is the upper cord hook for the Kirby Sentria II, the top anchor on the handle fork that the power cord wraps around.
It is a small piece of plastic asked to hold a long, heavy cord, and it takes the leverage every time that cord is pulled off from above instead of unwound. Cracks start at the base of the hook and it eventually snaps clean off. From then on the cord will not stay wrapped: it unspools in storage, drags behind the machine, and finds its way under the nozzle, which is how most cords get cut.
This is the Sentria II part specifically. Fitting is a screw and a minute's work, and it is worth checking the lower hook at the same time, since both are the same age.
