Part 190084 is the grey zipper bag for the Kirby Heritage, the outer cloth bag that the paper bag lives inside. It covers the Heritage I, Heritage II, Heritage II Legend and Legend II, and it measures roughly 26-3/8 by 9-1/2 inches.
It is worth being clear about what the cloth does, because it is not just a cover. Fine particles that pass through the paper bag are caught by the fabric, so a bag with a split seam or a hole is venting dust straight back into the room. A zipper that has stripped is just as bad, since the bag can no longer close properly around a fresh paper bag.
The failure people miss is a weave clogged solid with dust. The bag looks fine and the machine feels weak. Hold it up to a window: if no light comes through, replace it.
