Part 44-3103-08 is a mylar non-stretch belt for the roller drive on the Hoover FH51000 wet carpet cleaner.

Mylar is used here because it does not stretch the way a rubber belt does, so the belt holds its length instead of gradually going slack and losing its grip on the roller pulley. When one does give out, the pattern is the same as any drive belt failure: the roller slows or stops turning even as the machine keeps spraying and extracting water without any trouble.

A belt failure on a wet-cleaning machine is easy to miss at first, since the spray and extraction still work and the loss shows up only as carpet that stays matted after a pass rather than as an obvious malfunction. Running the machine briefly with the tank empty and watching the roller through the housing is an easy way to confirm whether it is turning before you take the cover off.
