Part B351-7814 is the black neck base for a full size power nozzle, the FSPN in Riccar and Simplicity parts listings. The base is the molded socket on top of the nozzle housing that the neck pivots inside, so it takes the leverage every time the head is steered or laid flat under a piece of furniture.
A base that has cracked or elongated around the pivot gives the whole neck a wobble, and that slop then leaks air at the joint and puts strain on the wiring passing through it. Replacing the base is usually cheaper and quicker than chasing the symptoms one at a time.
