This is the quick connect nipple for the Regina 800 and 900 steamers, sold here as part 09-53058-01. The name describes the job it does: it is the fitting half of a coupling that goes together and comes apart by hand, with no wrench and no tools involved.
A coupling like this one is a wear item for a simple reason. It is the single connection on the machine that gets made and broken over and over, while everything else stays put, so it absorbs handling that no other fitting sees. Wear announces itself at the joint rather than anywhere else: the connection will not stay together under load, moisture or hissing appears where the two halves meet, or the fitting has to be held or twisted a certain way to keep working. Once a coupling reaches that stage there is nothing to tighten or adjust back into place, and fitting a new one is the fix.
