Panasonic part 4370561 is the wiring harness that runs the length of the hose on the MC-V9658 canister, carrying current from the machine to the power nozzle at the far end.

The harness fails long before the hose does. Individual strands break inside the insulation where the hose is flexed hardest, usually just behind either cuff, and the break is invisible from outside. What you see is a power nozzle that stops and starts as the hose is moved, works only when the hose is held at one particular angle, or goes dead altogether while suction carries on exactly as normal.

It is listed for the Panasonic MC-V9658. Unplug the machine before you start, and note how the harness is routed and clipped inside the cuffs before removing it, because the replacement has to follow the same path if it is not to be pinched.
