Part 70314 is the lower wand for Panasonic and Kenmore new-style power systems, measuring 19 7/8 inches from end to end. It is the electrified section that sits between the hose and the power nozzle, and the cord running through it is what carries current down to the brush motor.

Wands take the abuse in a canister system. The tube gets bent when the machine is dragged around a corner, the plastic collar cracks, or the contacts inside the connection char and stop passing current cleanly. What you notice is a power nozzle that cuts out when you flex the wand, or a joint that will not stay together under pressure.

This one is confirmed on the Kenmore 973 PAN and the Panasonic new-style setup that shares the same coupling. Check the length before ordering, because the new-style wands come in more than one size and 19 7/8 inches is the one this part covers.
