Part 155153 is the handle release pedal on the Beam BM1176 power nozzle, the foot pedal you step on to unlock the neck so the wand can recline.

It fails from being stood on thousands of times. The plastic cracks around the pivot, the return action goes lazy, and eventually the pedal either sticks down and leaves the neck permanently unlocked, or stops releasing at all and traps the wand upright. A nozzle that will not recline cannot get under a bed or a sofa, which is most of the reason for having a power nozzle in the first place.

The pedal replaces from the top of the nozzle body. While you have it open, look at the neck pivot and the detent the pedal acts on, because a worn detent will chew through a new pedal too.
