This is the secondary filter cap, part B352-1000, used on the Powr-Flite PF300BP backpack vacuum. The cap closes over the secondary filter housing and clamps the media in place, keeping the filtration stage sealed so air is forced through the filter rather than around it.
Caps take a beating on commercial machines. They are opened at every filter change, ride on the operator's back through doorways and equipment carts, and eventually lose the tabs or the sealing edge that keep them tight. A cap that no longer latches firmly is worth replacing before the next filter goes in.
