Part TL16 is the 16 in. pad driver in Powr-Flite's economy range. The riser is built into the body rather than stacked on as a separate spacer, and a UP2P clutch plate comes fitted, so the driver mounts to a standard-speed floor machine straight out of the carton.

The driver is what grips a floor pad and turns it. Its face has to hold the pad without letting it creep, and once it does start creeping the pad wears unevenly and the machine walks across the floor instead of tracking. That is the point to change the driver rather than blame the pad.
Powr-Flite lists the same economy design in 19 in. as TL19 and a 17 in. sanding block, the SB17M, built to the same pattern. The UP2P clutch plate is stocked separately as a wear item.
