Part B015-0200 is the post filter for the Powr-Flite ProLite upright vacuum. It sits at the exhaust end of the airpath, after the motor, and is the last thing the air passes through before it leaves the machine.
A post filter catches the fine carbon dust the motor sheds as its brushes wear, which is material that would otherwise be blown back into the room. Because that dust is dark and very fine, the filter looks dirty well before airflow is affected, but once it does load up the motor has to work against the restriction. On a commercial route where the machine runs daily, this is a scheduled replacement rather than a repair.
