The bottom plate is the underside of a vacuum's cleaning head: it sets ride height on the floor, frames the opening the brush roll sweeps through, and shields the belt and bearings from whatever gets dragged underneath. Part 3301FI1134 is the replacement plate for the Royal RY5300 commercial upright.
Damage here is nearly always impact damage - a stair edge, a threshold, a chunk of debris pulled under the nozzle at speed. Once the plate is cracked or bowed the head no longer sits flat, the seal against the carpet breaks, and pickup falls off across the full width even though the motor and brush roll are perfectly healthy.
Check the mounting bosses for cracks while the plate is off, and look over the brush roll and its end caps at the same time, since they take the same hits.
