This is the drive belt for the Panasonic UB8 upright, part 17395. It runs from the motor shaft to the brush roll and is the only thing making the roller turn.
The symptom people notice is a vacuum that has quietly stopped picking up. A stretched belt lets the roller slip under carpet load, so the bristles are barely moving where it matters and the machine leaves behind precisely what it should be lifting. Once the belt breaks, the roller stops entirely, though suction still works on bare floors, so the vacuum feels half alive rather than broken.
There is a simple test: unplug the machine, turn it over, hold the brush roll and try to turn it against the belt. A belt that slides easily is finished. Replacement is a bottom-plate job, and it is worth cutting away any hair wound around the roller ends while you are in there.
