Neck lock ring for a Simplicity and Riccar compact power nozzle, part B354-2800. This ring wraps around the neck at the pivot point, right where the neck goes into the nozzle housing, and that grip is what keeps the head able to swivel and lie flat instead of letting the neck work loose and lift free.
When play develops at this joint, the nozzle typically starts to feel loose or vague under your hand as you steer it. Once the ring cracks or loses its grip, the neck starts to rock side to side. That movement lets air escape at the connection point and puts strain on the wiring that runs through the pivot, sometimes showing up as an intermittent headlight before the looseness itself is obvious.
