Part D350-3314 is the belt cover assembly for full-size power nozzles, supplied with its seals already fitted. The cover closes off the belt compartment on the underside of the head, and the seals are what keep that compartment tight — a tight compartment is what holds airflow at the brushroll rather than losing it inside the housing.
