Black lower cord hook, part B355-3914, in the newer top-release pattern used on PV-chassis Riccar and Simplicity uprights. It mounts low on the back of the machine and carries the bottom loop of the power cord when the cord is wrapped for storage.
The top-release design is the practical part: rather than unwinding the whole cord by hand, you release it over the top of the hook and the wrap drops free in one motion. That convenience is also why the hook is one of the more commonly broken pieces on an upright, since the cord is being flipped off it several times a day.
