B388-4300B is the outlet seal used on PV-chassis Riccar and Simplicity uprights, supplied in the improved revision that superseded the earlier design. The seal closes the joint at the motor outlet so air leaving the motor follows the intended path instead of escaping around the edges of the housing.
Seals harden, compress and eventually stop sealing, and the results are easy to mistake for bigger problems. A leaking outlet costs suction at the floor, lets unfiltered air past the exhaust route and makes the machine louder than it should be, none of which points obviously back at a rubber part costing a few dollars.
