Strain relief washer for the power nozzles used on Riccar central vacuum systems. It clamps at the point where the cord or harness enters the nozzle housing, so that any pull on the lead is taken by the housing rather than by the electrical terminations inside it.
That small part carries a real load. A nozzle is dragged, wrapped and yanked free of furniture hundreds of times a season, and once the strain relief is missing or split, the tension goes straight to the conductors, which is how intermittent brushroll operation and burnt terminals start.
