Part B370-1043 is the black bumper for the nozzle of the Riccar Radiance on the PV chassis. It runs around the front of the nozzle housing and absorbs the everyday contact with baseboards, table legs and door frames that an upright vacuum cannot avoid.

Bumpers are meant to be sacrificial, and the sensible time to replace one is when it has split, hardened or started pulling out of its retaining groove. Left alone past that point, the impacts transfer straight into the molded housing, and marks start appearing on the furniture the bumper was there to protect.
