Acrylic felt seal for the top of the agitator chamber in PV and MV coded Riccar and Simplicity uprights, part B388-2400C. Felt strips like this one close the gap between the brushroll housing and the body, so the machine pulls its air through the carpet instead of through the leaks around it.
Felt packs down over time, mats with fine dust, and eventually stops touching the housing at all. When that happens an upright can sound completely normal and still lift very little, which is why the seal set is the first thing to check on a machine that has quietly lost pickup.
