B220-4500 is the felt seal that sits at the handle pivot on DC platform uprights. Felt is used at this joint because it stays compressed against a surface that rotates every time the handle is reclined, closing the gap without the drag a rubber gasket would add.
A pivot that leaks air is quietly expensive: suction that should be pulling at the nozzle is drawn in at the joint instead. Compressed, greasy or missing felt is a common find on high-hour machines and is usually replaced alongside the pivot bushing at the same location.
