Part B480-5014 is the pressure switch insert for MV-series Riccar and Simplicity uprights. This insert is what seats the pressure switch in place and provides a sealed connection point for the switch hose. Because the switch works by reading vacuum level in the airpath, that seal has to hold air completely, with no seepage anywhere along the connection.
An insert that has cracked or perished bleeds air into the sensing line, so the switch ends up reading a vacuum level well under what the machine actually produces. That is a common reason a bag-full or dirty-filter indicator either stops lighting up or stays lit no matter what you do, and it gets mistaken for a bag or filter problem more often than not.
