Part C370-1300 is the small overmolded wheel used on the PV and MV upright chassis built by Riccar and Simplicity. Overmolded wheels bond a soft tread onto a rigid hub, which is what lets a heavy upright roll across hardwood and tile without leaving marks behind it.
A wheel that has flat-spotted, seized or shed its tread makes the machine pull to one side and scuffs the floor it is meant to be cleaning. They cost little and are usually changed as a pair so the vacuum sits level.
