This is the edge brush bearing holder fitted to lightweight Riccar and Simplicity uprights in the ULW line, sold as part C013-0900. It is the small sleeve holding the edge brush's bearing captive at the tip of the brush, so the brush spins true rather than wobbling against its housing.

Once the holder cracks or the bearing works its way loose inside it, the edge brush starts chattering and stops clearing debris along the wall-and-floor seam, even though the main brushroll is still fine. Swapping this holder is a quick bench fix, and far cheaper than buying a whole new edge brush assembly.
