This is the M4 x 65 mm fastener that mounts the upper cord hook to the handle on Riccar and Simplicity uprights, sold as part A430-0600B.
Cord hook hardware is an easy thing to mismatch on a repair, because this hardware family shares one thread size across several different lengths. A screw even a few millimeters short leaves the hook loose under a wrapped cord, and one that runs long bottoms out in the boss before it ever clamps the hook down.
