This is the zip tie used inside Riccar and Simplicity vacuum bodies to bundle wiring around the motor and switch area, sold as part A732-0100.

Anyone who has opened one of these housings to free a stuck switch or disconnect a motor wire has cut this tie loose, and it needs replacing before the housing goes back together. A harness left untied inside the housing risks chafing on a moving part or drifting near the fan blades, so putting the tie back on is part of finishing the repair, not just tidying up afterward.
