This is a crimp ring terminal, part F21, sized for a No. 10 stud and for 14-16 AWG wire. A ring terminal is the right choice whenever a wire must stay fastened under a screw head or stud rather than simply plugged in, since the closed loop cannot work loose off the fastener the way a spade or push-on connector can if the screw backs off slightly.

Typical uses on cleaning equipment include a ground wire landed on the chassis, a motor lead clamped in place by a terminal block's screw, or rebuilding a power cord that had to be shortened at a damaged strain relief. Strip only enough insulation to fill the barrel, crimp with a tool sized to the wire gauge, and tug the finished connection firmly before you button the panel back up.
A ring terminal that has been crimped correctly should not turn or pull off the wire by hand.
