Roto valve seal, part B480-4800, a service seal for the rotary airflow valve on MV-platform Riccar and Simplicity uprights. The roto valve is what redirects suction between the floor nozzle and the hose when you switch to attachments, and this seal is the soft face that closes off the unused path.
When the seal flattens or tears, the two air paths stop being isolated. The practical symptom is a machine that still cleans the carpet but has noticeably weak pull at the hose, or the reverse, because part of the airflow is short-circuiting through the valve instead of following the selected route.
