This is the pedal spring for the handle release mechanism on Simplicity 7000 series upright vacuums, sold under part number B020-0700. The spring provides the return tension that snaps the release pedal back up after you step on it to lower the handle.
Springs fatigue with use. When this one weakens or breaks, the pedal stays depressed, the handle no longer locks upright, and the vacuum wants to recline on its own while you are trying to park it. A new spring is an inexpensive fix for a fault that otherwise makes the machine awkward to use.
