Part 90144 is the HEPA exhaust cartridge for the Tornado CK 14/1 commercial upright. It sits in the outlet path as the machine's last filtration stage, so the air the vacuum returns to the room has passed through HEPA media on the way out.
That final stage is what makes the CK 14/1 usable in an occupied building during working hours rather than only after everyone has gone home. Treat the cartridge as a scheduled wear item: a loaded one restricts airflow, and the restriction shows up as weak pickup for the operator and as extra heat for the motor long before the filter looks dirty enough to bother anybody.
