The trip lever on a Hoover upright is the pedal you step on to release the handle from upright to reclined. Part 708180 is that lever for the Hoover 1340.
It is a small moulding under constant foot pressure, so it breaks in predictable ways. The pedal snaps off at the pivot, or the catch it operates rounds over until the handle drops on its own mid-pass. Either symptom is the same repair: the handle will no longer lock upright, or it will no longer release at all, and the vacuum becomes awkward to work under a bed or a sofa.
Fit the new lever with the machine unplugged and the handle laid back, and look at the return spring while the housing is open. A lever that has been forced for weeks has usually stretched the spring alongside it. This part is confirmed for the Hoover 1340.
