This is an 18 inch internal lead wire in white, stocked as Riccar part B333-2500. Wires like this one are short internal runs, not a power cord or hose, that carry current between components inside a vacuum body, such as from the switch to the motor or from the cord set to the switch.

Brittle insulation near a hot component, or a strand snapped inside a crimped terminal, are the two failures that call for a fresh lead rather than a patch job. The broken-strand case is the harder one to catch, since the machine can keep working fine right up until it gets bumped or moved, at which point the connection opens intermittently. Color coding such as this white jacket exists precisely so the right lead gets reconnected to the right point during reassembly.
