Bissell ProHeat deep cleaners mix clean water with formula on the way to the floor, and this is the auto-mix assembly that does it, part 2100107 for the 1698 ProHeat.
When the mixing assembly fails the machine still sprays; it just sprays the wrong thing. Water goes down with no detergent in it, or formula goes down neat and leaves the carpet sticky and quick to re-soil. Cracked housings and perished seals also leak inside the body, which shows up as solution pooling under the machine after it has been standing.
It fits the ProHeat 1697, 1698 and 1699-1, along with the 7901, 7920, 7950 and 8910. Check the tank seals at the same time, since a mix problem is often a seal problem somewhere else in the same circuit.
