Bissell catalogs part 2031329 as the Style 15 belt, the drive belt fitted to the 16N5 Healthy Home upright and shared with the 5770, 5990, 6100 and 6405.
This belt is what carries drive from the motor across to the brush roll, so when it goes the roller stops agitating carpet while the vacuum motor keeps running at full volume. That combination misleads more owners than an outright breakdown would, because the machine still sounds healthy and still moves air through the hose. Carpet pickup falling off while hose attachments and bare floors seem unaffected points at the belt before it points at anything else.
Take the old belt off and look at it away from the machine. Cracking, a glazed shiny face, or a stretch noticeably thinner than the rest all mean it is at the end of its working life even if it has not parted yet. Holding it against the replacement is also the quickest way to confirm you have the right part before anything goes back together, since Bissell uses more than one belt across its upright range and they do not substitute for one another.
