Step on the pedal at the back of a ProHeat 2X and the handle releases so the machine can recline. Part 2036724 is that pedal, the detent lever, for the Bissell 9200 ProHeat 2X steamer, and it also serves the 1383, 20B4, 66Q4, 73A5 and 9500 ProHeat cleaners.
It is a small molding under constant foot pressure, so it splits at the pivot or wears round at the catch. The symptom is unmistakable: the handle will not lock upright any more, or it stays locked and refuses to drop, and you end up pushing a machine that will not tilt back far enough to reach under a coffee table.
A fresh pedal restores a clean click in both directions. Unplug the cleaner and lay it on its back before you start.
